7、ficsafetyandprotectingthewatersenvironment.Article2ThisRegulationappliestotheregistration,assumptionofoffice,trainingandprofessionalsecurityofseamenandtheprovisionofseamanservicewithintheborderofthePeoplesRepublicofChina.Article3TheadministrativedepartmentoftransportationoftheStateCouncilshallbeinch

9、内的船员注册、任职、培训I、职 业保障以及提供船员服务等活 动，适用本条例。第三条国务院交通主管部 门主管全国船员管理工作。国家海事管理机构依照本条例负 责统一实施船员管理工作。负责管理中央管辖水域的海事管 理机构和负责管理其他水域的地 方海事管理机构（以下统称海事 管理机构），依照各自职责具体ThemaritimeadministrativeorgansinchargeofthewaterareasunderthejurisdictionoftheCentralGovernmentandthoseinchargeofotherwaterareas(hereinaftergenerallyre

11、ccordancewiththisRegulation,includingthemaster,officersandratings.uMasternasmentionedabovereferstothepersonnelwhohasacquiredthequalificationforholdingthepostofmasterinaccordancewiththeprovisionsofthisRegulationandisinchargeofandtakecommandofaship.“Officerasmentionedaboveincludeschiefmate,secondmate,

12、thirdmate,chiefengineer,secondengineer,thirdengineer,fourthengineerandcommunicationpersonnelwhohaveacquiredthequalificationsforholdingcorrespondingpostsinaccordancewiththisRegulation,andotherseniortechnicalpersonnelandmanagerialpersonnelwhoholdpostsonaship.“Ratingasmentionedabovereferstoaseamanother

13、thanmasterorofficer.Article5SeamenshallobtainthecorrespondingcertificateofcompetencyforseameninaccordancewiththisRegulation.第四条本条例所称船员， 是指依照本条例的规定取得船员 适任证书的人员，包括船长、高 级船员、普通船员。本条例所称船长，是指依照本条 例的规定取得船长任职资格，负 责管理和指挥船舶的人员。本条例所称高级船员，是指依照 本条例的规定取得相应任职资格 的大副、二副、三副、轮机长、 大管轮、二管轮、三管轮、通信 人员以及其他在船舶上任职的高 级技术或者管理人

14、员。本条例所称普通船员，是指除船 长、高级船员外的其他船员。第五条 船员应当依照本条 例的规定取得相应的船员适任证 书。of申请船员适任证书，应当具备下Whoeverappliesforthecertificatecompetencyforseamenshallmeetthefollowing列条件:conditions:(1) Heorshehasattainedtheageof18orabove(aninternortraineeonboardhasattainedtheageof16orabove)andisundertheageof60whenapplyingforthefirstti

15、me.(2) Heorshesatisfiesthehealthrequirementsforthepositionheorsheholds.(3) Heorshehasreceivedbasicsafetytrainingforseamen.Seamenparticipatinginnavigationalandengineeringwatchesshallalsohavereceivedcorrespondingtrainingoncompetencyforseamenandspecialtraining,haveobtainedthecorrespondingqualifications

16、forholdingtheseaman,spositions,andhavegoodperformanceandsafetyrecords.Aseamanofaninternationalnavigationvesselwhoappliesforthecertificateofcompetencyshallalsohavepassedtheprofessionalforeignlanguageproficiencytestforseamen.（一）年满18周岁（在船实 习、见习人员年满16周岁）且 初次申请不超过60周岁；（二）符合船员任职岗位健康要 求；（三）经过船员基本安全培训I。参加航行和轮机值班的船员还应 当经过相应的船员适任培训、特 殊培训，具备相应的船员任职资 历，并且任职表现和安全记录良 好。国际航行船舶的船
