5、ectoroftheNationalHealthCommission:MaXiaowei卫生健康委主任马晓伟DirectoroftheNationalHealthcareSecurityAdministration:HuJinglin医保局局长胡静林June28,20222022年6月28日优抚医院管理办法（2011年6月9日民政部令第 41号公布，2022年6月28日退 役军人事务部、国家卫生健康委 员会、国家医疗保障局令第7号 修订）第一条为了加强优抚医院 管理，服务国防和军队建设，推 动让退役军人成为全社会尊重的 人，让军人成为全社会尊崇的职 业，根据中华人民共和国退役 军人保障法、中华

6、人民共和 国基本医疗卫生与健康促进 法、军人抚恤优待条例、 医疗机构管理条例和国家有 关规定，制定本办法。第二条 优抚医院是国家为 残疾退役军人和在服役期间患严 重慢性病、精神疾病的退役军人MeasuresfortheAdministrationofSpecialCareHospitals(IssuedbyOrderNo.41oftheMinistryofCivilAffairsonJune9,2011andrevisedbyOrderNo.7oftheMinistryofVeteransAffairs,theNationalHealthCommission,andtheNationalHea

7、lthcareSecurityAdministrationonJune28,2022)Article1TheseMeasuresaredevelopedinaccordancewiththeVeteransSupportLawofthePeoplesRepublicofChina,theLawofthePeoplesRepublicofChinaonthePromotionofBasicMedicalandHealthCare,theRegulationonPensionsandPreferentialTreatmentsforServicemen,theRegulationontheAdmi

8、nistrationofMedicalInstitutions,andtheapplicableprovisionsissuedbythestate,forthepurposesofstrengtheningtheadministrationofspecialcarehospitals,servingtheconstructionofnationaldefenseandarmedforces,andmakingeffortstomakeveteransrespectedbytheentiresocietyandmakeservicemenaprofessionrespectedbytheent

9、iresociety.Article2Specialcarehospitalsarespecialcarepublicinstitutionsofthestatethatprovidemedicaltreatmentandsupportservicestodisabledveterans,veteranswhosufferfromserious等优抚对象提供医疗和供养服务 的优抚事业单位，是担负特殊任 务的医疗机构，主要包括综合医 院、康复医院、精神病医院等， 名称统一为“荣军优抚医院”。chronicdiseasesormentalillnessduringtheirserviceandot

11、rposeofservingspecialcarerecipientswholeheartedly,adheretospecialcareattributes,andfollowtherulesfortheconstructionandadministrationofmedicalinstitutions.第三条国务院退役军人工 作主管部门负责全国优抚医院工 作。县级以上地方人民政府退役 军人工作主管部门负责本行政区 域内优抚医院工作。Article3TheveteransaffairsdepartmentoftheStateCouncilshalltakechargeoftheworkofs

12、pecialcarehospitalsnationwide.Theveteransaffairsdepartmentofthelocalpeoplesgovernmentatorabovethecountylevelshalltakechargeoftheworkofspecialcarehospitalswithinitsadministrativeregion.退役军人工作主管部门应当会同 卫生健康主管部门加强对优抚医 院的指导，为优抚医院医务人员 的培训进修等创造条件，支持有 条件的优抚医院在医疗、科研、 教学等方面全面发展。Theveteransaffairsdepartmentsha

13、ll,inconjunctionwiththehealthdepartment,strengthentheguidanceofspecialcarehospitals,createconditionsforthetrainingandfurtherstudy,amongothers,ofmedicalpersonnelofspecialcarehospitals,andsupportthecomprehensivedevelopmentofqualifiedspecialcarehospitalsinsuchaspectsasmedicaltreatment,scientificresearc

14、h,andteaching.第四条国家兴办优抚医 院，所需经费按照事权划分列入 各级预算。Article 4 Thefundsrequiredfortheestablishmentofspecialcarehospitalsbythestateshallbeincludedinthebudgetsatalllevelsaccordingtothedivisionofpowers.第五条设置优抚医院，应 当符合国家有关规定和优抚医院Article 5 Theestablishmentofaspecialcarehospitalshallcomplywiththeapplicable布局规划。pr

15、ovisionsissuedbythestateandtheplanforthelayoutofspecialcarehospitals.卫生健康主管部门应当会同退役 军人工作主管部门，将优抚医院 设置纳入当地医疗机构设置规划 统筹考虑。Thehealthdepartmentshall,inconjunctionwiththeveteransaffairsdepartment,includetheestablishmentofspecialcarehospitalsinthelocalplansfortheestablishmentofmedicalinstitutionsforoverall
