（中华人民共和国民政部令第 69号已经2024年1月4日民 政部部务会议通过，1月8日 公布，自2024年5月1日起施 行）第一条为加强和完善社 会组织名称管理，保护社会组 织合法权益，根据社会组织登 记管理相关法律、行政法规和 国家有关规定，制定本办法。第二条本办法适用于依 法办理登记的社会组织。社会组织名称管理办法MeasuresfortheAdministrationofNamesofSocialOrganizations制定机关：民政部发文字号：中华人民共和国民政部令第69号公布日期:2024.01.08施行日期：2024.05.01效力位阶：部门规章法规类别：机关工作综合规定IssuingAuthority：MinistryofCivilAffairsDocumentNumber：OrderNo.69oftheMinistryofCivilAffairsofthePeople'sRepublicofChinaDateIssued：01-08-2024EffectiveDale：05-01-20241.evelofAuthority：DepartmentalRulesAreaofLaw:GeneralProvisionsonGovernmentAffairs社会组织名称管理办法MeasuresfortheAdministrationofNamesofSocialOrganizations(OrderNo.69oftheMinistryofCivilAffairsofthePeople'sRepublicofChina,adoptedattheexecutivemeetingoftheMinistryofCivilAffairsonJanuary4,2024,issuedonJanuary8,andwillcomeintoforceonMay1,2024)Article1Forthepurposesofstrengtheningandimprovingtheadministrationofnamesofsocialorganizationsandprotectingthelegitimaterightsandinterestsofsocialorganizations,theseMeasuresaredevelopedinaccordancewiththerelevantlaws,administrativeregulationsandrelevantrulesofthestateontheregistrationadministrationofsocialorganizations.Article2TheseMeasuresshallapplytosocialorganizationsregisteredinaccordancewiththelaw.ForthepurposesoftheseMeasures,thetermusocialorganizationsincludessocialorganizations,foundationsandprivateo-enterpriseentities.Article3ThecivilaffairsdepartmentoftheStateCouncilshallberesponsiblefortheadministrationofthenamesofsocialorganizationsthroughoutthecountry,andthecivilaffairsdepartmentsofthepeople'sgovernmentsatorabovethecountylevel(hereinafterreferredtoasthe“registrationadministrativedepartmen)shallberesponsiblefortheadministrationofnamesofsocialorganizationsregisteredwiththem.Article4ThecivilaffairsdepartmentoftheStateCouncilshallestablishanationalcreditinformationpublicityplatformforsocialorganizationstoprovidesupportfortheinquiryofsocialorganizations*nameinformation.Article5Asocialorganizationmayonlyregisteronename,andthenamesofsocialorganizationsshallbeprotectedbylaw.Article6Thenameofasocialorganizationshallcomplywithlaws,administrativeregulations,rulesandrelevantrulesofthestate,accuratelyreflectitscharacteristics,andhavesignificantidentification.本办法所称的社会组织，包括 社会团体、基金会和民办非企 业单位。第三条国务院民政部门 主管全国社会组织名称管理工 作，县级以上人民政府民政部 门（以下称登记管理机关）负 责本机关登记的社会组织名称 管理工作。第四条国务院民政部门 建立全国社会组织信用信息公 示平台，为社会组织名称信息 查询提供支持。第五条社会组织只能登 记一个名称，社会组织名称受 法律保护。第六条社会组织名称应 当符合法律、行政法规、规章 和国家有关规定，准确反映其 特征，具有显著识别性。社会团体的名称应当与其业务 范围、会员分布、活动地域相 一致。基金会、民办非企业单 位的名称应当与其业务范围、 公益目的相一致。Thenameofasocialorganizationshallbeconsistentwithitsbusinessscope,membershipdistributionandactivityarea.Thenamesoffoundationsandprivatenon-eterpriseentitiesshallbeconsistentwiththeirbusinessscopeandpublicwelfarepurposes.Article7Thenamingofsocialorganizationsshallfollowtheprincipleofclearandhealthymeaningandstandardandconcisetext.Thenamesofsocialorganizationsinthenationalautonomousareasmayconcurrentlyusetheethniccharacterscommonlyusedinthenationalautonomousareas.Wherethenameofasocialorganizationneedstobetranslatedintoaforeignlanguage,itshallbetranslatedandusedundertheprincipleoftexttranslation.Article8Thenameofasocialorganizationshallconsistofthenameoftheadministrativedivision,thefieldofindustry(business)orthecompositionofmembersandtheformoforganizationinturn.Thenameofachamberofcommerceatdifferentplacesshallconsistofthenameoftheadministrativedivision,thenameoftheadministrativedivisionoftheplaceoforiginandthewords"chamberofcommerceinturn.Thenameofafoundationandaprivatenonenterpriseentityshallconsistofthenameoftheadministrativedivision,thetradename,thefieldofindustry(business)andtheorganizationalforminturn.第七条社会组织命名应 当遵循含义明确健康、文字规 范简洁的原则。民族自治地方的社会组织名称 可以同时使用本民族自治地方 通用的民族文字。社会组织名称需要翻译成外文 使用的，应当按照文字翻译的 原则翻译使用。第八条社会团体名称由 行政区划名称、行（事）业领 域或者会员组成、组织形式依 次构成。异地商会名称由行政 区划名称、原籍地行政区划专 名和“商会”字样依次构成。基金会、民办非企业单位名称 由行政区划名称、字号、行 （事）业领域、组织形式依次 构成。国务院民政部门登记的社会组 织名称一般不冠以行政区划名 称；按照国家有关规定经过批 准的，可以冠以“中国”、，全国，、“中华”等字词。ThenameofasocialorganizationregisteredwiththecivilaffairsdepartmentoftheStateCouncilgenerallyshallnothavethenameoftheadministrativedivision;andwithapprovalinaccordancewiththerelevantrulesofthestate,thewords“China,”“National,”“Chinese,"etc.,maybeused.Article9Thenameoftheadministrativedivisioninanameofasocialorganizationshallbethenameofthelocaladministrativedivisionatorabovethecountylevelwherethesocialorganizationislocated.Whenthenameofamunicipaldistrictisusedinthenameofasocialorganization,itshallbeaccompaniedbythenameoftheadministrativedivisionofthedistrictedcitytowhichitbelongs.Whenthenameofadevelopmentzoneoranotherareaisusedinthenameofasocialorganization,itshallbeusedwiththenameofanadministrativedivisionandshallnotbeusedseparately.Thenameofasocialorganizationinanurbanorruralcommunitymaybeusedafterthenameofthecountyadministrativedivisionwiththenameofthetown(street)orV川age(community)whereitislocated.Article 10 Thenameofafoundationoraprivatenon-enterpriseentityshallconsistoftwoormoreChinesecharacte
