Focusingonuser-payprojects.PPPprojectsshallfocusonuser-payprojects,andspecifythefeechannelsandmethods.Operatingincomeofprojectsmaycovertheconstructioninvestmentandoperatingcosts,thereshallbeacertainreturnoninvestment,andnoadditionalresponsibilitiesforlocalfuturefiscalexpendituresshallbeaddedduetoadoptionofthePPPmodel.Thegovernmentmay,underthepremiseofstrictlypreventingnewhiddendebtsoflocalgovernmentsandcomplyingwithlawsandregulationsandrelevantpoliciesandundertheprincipleofequaltreatmentwithoutdiscrimination,providegovernmentinvestmentsupportforuserpayprojectsduringtheconstructionperiod;andgovernmentpaymentmayonlysubsidizeoperation,ratherthanconstructioncosts,accordingtotheregulations.Inaddition,financialfundsshallnotbeusedtocoverprojectconstructionandoperatingcostsbyanymeanssuchasfeasibilitygapsubsidies,promisedminimumreturnrates,availabilityfees,etc.2.
