Guidingthought.强国五年行动计划（2023 2027年）水运“十四 五”发展规划等有关要 求，推动智慧港口和智慧航 道建设发展，加快建设交通 强国水运篇，提出以下意 见。一、总体要求（一）指导思想。以习近平新时代中国特色社 会主义思想为指导，全面贯 彻落实党的二十大精神，完 整、准确、全面贯彻新发展 理念，服务加快构建新发展 格局，着力推动高质量发 展，以加快建设交通强国为 统领，以数字化、网络化、 智慧化为主线，以提效能、 扩功能、增动能为导向，以 智慧化生产运营管理服务为 重点，推动水运行业实现质 的有效提升和量的合理增 长，着力建设安全、便捷、 高效、绿色、经济、包容、 韧性的可持续交通体系，书 写好交通强国水运篇章，奋 力加快建设交通强国，努力 当好中国式现代化的开路先 锋，为全面建设社会主义现 代化国家提供坚实有力的服 务保障。UndertheguidanceoftheXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,thespiritofthe20thCPCNationalCongressshallbecomprehensivelyimplemented,thenewdevelopmentconceptsshallbeimplementedinacomplete,accurateandcomprehensivemanner,acceleratingtheconstructionofanewdevelopmentpatternshallbeserved,jointeffortsshallbemadetopromotehigh-qualitydevelopment,underthecommandofacceleratingtheconstructionofatransportpowerhouse,withdigitalization,networkingandwisdomasthemainline,andundertheguidanceofimprovingefficiency,expandingfunctionsandincreasingmomentum,withintelligentproductionandoperationmanagementservicesasthefocus,thewatertransportindustryshallbeurgedtoachieveeffectivequalityimprovementandreasonablegrowthinvolume,jointeffortsshallbemadetobuildasafe,convenient,efficient,green,economic,inclusiveandresilientsustainabletransportsystem,thewatertransportofthetransportpowerhouseshallbeeffectivelydeveloped,greateffortsshallbemadetoacceleratetheconstructionofatransportpowerhouse,andeffortsshallbemadetobeapioneerofChinese-stylemodernization,toprovidesolidandpowerfulserviceguaranteeforthecomprehensiveconstructionofamodernsocialistcountry.2.
