GuidingideologyWewillfollowtheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,fullyimplementtheguidingprinciplesofthe20thCPCNationalCongress,groundourworkinthenewstageofdevelopment,fullyandfaithfullyapplythenewdevelopmentphilosophyonallfronts,fosteranewpatternofdevelopment,andpromotehigh-qualitydevelopment.Withthegoalofbuildingamoderninfrastructuresystem,settingoursightsoneconomicandsocialdevelopmentandmajornationalstrategicneeds,wewillsteadilyimprovethecomprehensivecapacitytosupplycomputingpower,increasenetworkbandwidth,continuouslystrengthenflexiblesafeguardsfordatastoragecapacity,increasinglyenhancetheenablingeffectofcomputingpower,andcomprehensivelypromotethegreenandsafedevelopmentofcomputingpower,soastogivefreshimpetustothehigh-qualitydevelopmentofthedigitaleconomy.综合供给能力，着力强化运力 高效承载，不断完善存力灵活 保障，持续增强算力赋能成 效，全面推动算力绿色安全发 展，为数字经济高质量发展注 入新动能。（二）基本原则Diversifying supply and optimizing layout: In pursuit of the line of diversified development, we will motivate various market participants to create a supply system for the coordinated development of general, intelligent, and supercomputing power; the geograph
