TheParty'sleadershipoverpropertymanagementshallbeupheldandstrengthened.Owners'committeesandpropertyserviceenterprisesshallbeencouragedtoestablishParty居住社区（住宅小区）是居民生活的主要空间，是基层社会治理的重要内容。住宅物业管理事关群众生活品质，事关城市安全运行和社会稳定。为深入贯彻党的十九大和十九届四中、五中全会精神，全面落实中华人民共和国民法典、中共中央国务院关于加强和完善城乡社区治理的意见和中共中央办公厅印发V关于加强和改进城市基层党的建设工作的意见的通知有关要求，加快发展物业服务业，推动物业服务向高品质和多样化升级，满足人民群众不断增长的美好居住生活需要，现就加强和改进住宅物业管理工作通知如下。一、融入基层社会治理体系（一）坚持和加强党对物业管理工作的领导。推动业主委员会、物业服务企业成立党组织。建立党建引领下的社区organizations.Thecoordinatedoperationmechanismofcommunityresidents'committees,owners'committeesandpropertyserviceenterprisesundertheguidanceofPartybuildingshallbeestablishedtofullyarousetheresidents'enthusiasmforparticipationandcreateasynergyincommunitygovernance.Membersoftheowners'committeesandpartymembersinchargeofpropertyprojectsshallbeencouragedtoserveaspart-timemembersofcommunitypartyorganizations.Forqualifiedcommunities,membersofthe“twocommittees”shallconcurrentlyserveasmembersoftheowners'committeethroughstatutoryprocedures.FloatingPartymembersandretiredPartymembersshallbeencouragedtotransfertheirorganizationalaffiliationtothePartyorganizationsofthecommunitiesinquestion.Partyorganizationsandon-the-jobPartymembersinmunicipalanddistrict-levelgovernmentorgans,enterprises,andpublicinstitutionsshallbespurredtoactivelyparticipateincommunitygovernancesoastoeffectivelyservethepeople.2. Theresponsibilitiesofsub-districtmanagementshallbeperformed.Sub-districtsshallestablishandimproveaworkingsystemforcomprehensivegovernanceofresidentialcommunities,clarifytheirworkobjectives,andstudyandsolveinatimelymannerthekeyanddifficultproblemsinresidentialpropertymanagement.Sub-districtsshallbeencouragedtoestablishaworkingmechanismforproperlymanagement,guideandsupervisepropertymanagementactivitieswithintheirjurisdictions,activelyspurownersonloestablishowners'assemblyandelectthemembersoftheowners'committee,handletherecordationoftheowners'committee,andsupervisetheowners'committeesandpropertyserviceenterprisesin居民委员会、业主委员会、物业服务企业协调运行机制，
