RegulationonNationalScienceandTechnologyAwards(2020Revision)DocumentNumber：OrderNo.731oftheStateCouncilofthePeople'sRepublicofChinaAreaofLawAppraisalandAwardsforScientificandTechnologicalAchievements1.evelofAuthority：AdministrativeRegulationsIssuingAuthority：StateCouncilDateIssued：10-07-2020EffectiveDale12-01-2020Status:Effective2013-2020ComparisonVersion2003-2013AnnotationVersionOrderoftheStateCouncilofthePeople'sRepublicofChina(No.731)TherevisedRegulationonNationalScienceandTechnologyAwardsisherebyissuedandshallcomeintoforceonDecember1,2020.Premier:LiKeqiangOctober7,2020RegulationonNationalScienceandTechnologyAwards(IssuedbyOrderNo.265oftheStateCouncilofthePeople'sRepublicofChinaonMay23,1999,revisedforthefirsttimeinaccordancewiththeDecisionoftheStateCounciltoAmendtheRegulationonNationalScienceandTechnologyAwardsonDecember20,2003,revisedforthesecondtimein中华人民共和国国务院令（第731号）现公布修订后的国家和茨例，自2020年12月1日起施行。总理李克强2020年10月7日国家科学技术奖励条例（1999年5月23日中华人民共和国国务院令第265号发布根据2003年12月20日国务院关于修改国家科学技术奖励条例的决定第一次修订根据2013年7月18日国务院关于废止和修改部分行政法规的决定第二次修accordancewiththeDecisionoftheStateCounciltoRepealandAmendCertainAdministrativeRegulationsonJuly18,2013,andrevisedforthethirdtimeinaccordancewiththeOrderNo.731oftheStateCouncilofthePeople'sRepublicofChinaonOctober7,2020)ChapterIGeneralProvisionsArticle1Forthepurposesofrewardingtheindividualsandorganizationsthathavemadeoutstandingcontributionsinscientificandtechnologicalprogressactivities,mobilizingtheenthusiasmandcreativityofscientificandtechnologicalworkers,andbuildinganinnovation-orientedcountryandaglobalsuperpowerinscienceandtechnologytthisRegulationisdevelopedinaccordancewiththeLawofthePeople'sRepublicofChinaonScientificandTechnologicalProgress.Article2TheStaleCouncilestablishesthefollowingnationalscienceandtechnologyawards:(1) StatePreeminentScienceandTechnologyAward.(2) StateNaturalScienceAward.(3) StateTechnologicalInventionAward.(4) StateScientificandTechnologicalProgressAward.(5) ChinaInternationalScienceandTechnologyCooperation订2020年10月7日中华人民共和国国务院令第731号第三次修订）第一章总则第一条为了奖励在科学技术进步活动中做出突出贡献的个人、组织，调动科学技术工作者的积极性和创造性，建设创新型国家和世界科技强国，根据中华人民共和国科学技术进步法，制定本条例。第二条国务院设立下列国家科学技术奖：（一）国家最高科学技术奖：（二）国家自然科学奖：（三）国家技术发明奖；（四）国家科学技术进步奖：（五）中华人民共和国国际科学技术合作奖。Award.Article3Nationalscienceandtechnologyawardsshallbecloselyintegratedwiththemjorstrategicneedsandmediumandlong-termscientificandtechnologicaldevelopmentplansofthestate.Thestateincreasesrewardsforfundamentalresearchinnaturalsciencesandappliedfundamentalresearch.TheSlateNaturalScienceAwardshallfocusonforesightandtheoreticalproperty,theStateTechnologicalInventionAwardshallfocusonoriginalityandpracticality,andtheStateScientificandTechnologicalProgressAwardshallfocusoninnovationandeffectiveness.Article4TheworkconcerningnationalscienceandtechnologyawardsshalladheretotheleadershipoftheCommunistPartyofChina,implementtheinnovation-drivendevelopmentstrategy,implementthepoliciesof“respectinglabor,knowledge,talentsandcreation,andcultivateandpracticesocialistcorevalues.Article5Thestatemaintainstheimpartiality,seriousness,authorityandhonorofnationalscienceandtechnologyawards,andconfernationalscienceandtechnologyawardsonthescientificandtechnicalworkerswhoseekthetruth,concentrateonresearch,areproficientinspecialties,conductspecialresearch,daretoovercome,andbravelyscalenewheights.Thenomination,reviewandconfermentofnationalscienceandtechnologyawardsshallnotbeinterferedwithbyany第三条国家科学技术奖应当与国家重大战略需要和中长期科技发展规划紧密结合。国家加大对自然科学基础研究和应用基础研究的奖励。国家自然科学奖应当注重前瞻性、理论性，国家技术发明奖应当注重原创性、实用性，国家科学技术进步奖应当注重创新性、效益性。第四条国家科学技术奖励工作坚持中国共产党领导，实施创新驱动发展战略，贯彻尊重劳动、尊重知识、尊重人才、尊重创造的方针，培育和践行社会主义核心价值观。第五条国家维护国家科学技术奖的公正性、严肃性、权威性和荣誉性，将国家科学技术奖授予追求真理、潜心研究、学有所长、研有所专、敢于超越、勇攀高峰的科技工作者。国家科学技术奖的提名、评审和授予，不受任何组织或者个人干涉。organizationorindividual.Article6ThescienceandtechnologyadministrativedepartmentoftheStateCouncilshallberesponsibleforthedevelopmentoftherelevantmeasuresfornationalscienceandtechnologyawardsandtheorganizationofreviewactivities.Forprojectsinvolvingnationalsecurity,strictsecrecymeasuresshallbetaken.Nationalscienceandtechnologyawardsshallbesubjecttomerit-basedadministration.Article7ThestateestablishestheStateScienceandTechnologyAwardsCommission.TheStateScienceandTechnologyAwardsCommissioninvitesexpertsandscholarsinrelevantaspectstoformthereviewcommitteeandthesupervisioncommitteetotakechargeofthereviewandsupervisionofnationalscienceandtechnologyawards.ThemembersoftheStateScienceandTechnologyAwardsCommissionshallbenominatedbythescienceandtechnologyadministrativedepartmentoftheStateCouncilandbereportedtotheStateCouncilforapproval.ChapterIIEstablishmentofNationalScienceandTechnologyAwardsArticle8TheStalePreeminentScienceandTechnologyAwardisconferredonthefollowingChinesecitizens:第六条国务院科学技术行政部门负责国家科学技术奖的相关办法制定和评审活动的组织工作。对涉及国家安全的项目，应当采取严格的保密措施。国家科学技术奖励应当实施绩效管理。第七条国家设立国家科学技术奖励委员会。国家科学技术奖励委员会聘请有关方面的专家、学者等组成评审委员会和监督委员会，负责国家科学技术奖的评审和监督工作。国家科学技术奖励委员会的组成人员人选由国务院科学技
