TheserulesareformulatedinaccordancewiththeConstitutionofthePeople'sRepublicofChina,theOrganicLawoftheStateCouncilofthePeople'sRepublicofChina,andotherrelevantlawsandregulations.2. TheStateCouncilshall,initswork,adheretotheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicstoraNewEra,resolutelydefendtheauthorityandcentralizedandunifiedleadershipoftheCPCCentralCommittee,fullyimplementthespiritofthe20thCPCNationalCongressandthedecisionsandarrangementsoftheCPCCentralCommittee,strictlycomplywiththeConstitution,laws,andregulations,fully,accurately,andcomprehensivelyimplementthenewdevelopmentconcept,acceleratetheestablishmentofanewdevelopmentpattern,focusonpromotinghigh-qualitydevelopment,endeavortobuildagovernmentwhichisundertheruleoflaw,innovative,ofintegrity,andorientedtowardsservicesandwithwhichthepeoplearesatisfied,andstriveinunitytorealizetheSecondCentenaryGoalofbuildingChinaintoagreatmodernsocialistcountryinallrespectsandadvancetherejuvenationoftheChinesenationonallfrontsthroughaChinesepathtomodernization.第一章总则一、根据中华人民共和国宪法和中华人民共和国国务院组织法等有关法律法规，制定本规则。二、国务院工作坚持以习近平新时代中国特色社会主义思想为指导，坚决维护党中央权威和集中统一领导，全面贯彻落实党的二十大精神和党中央决策部署，严格遵守宪法和法律法规，完整、准确、全面贯彻新发展理念，加快构建新发展格局，着力推动高质量发展，努力建设人民满意的法治政府、创新政府、廉洁政府和服务型政府，为全面建成社会主义现代化强国、实现第二个百年奋斗目标，以中国式现代化全面推进中华民族伟大复兴而团结奋斗。3. TheStateCounciliscomposedofthepremier,vicepremiers,statecouncilors,ministers,chairmenofcommissions,governorofthePeople'sBankofChina,auditor-general,andsecretary-general.五、国务院实行总理负责制。总理领导国务院的工作。副总理、国务委员协助总理工作，按分工负责分管领 域工作；受总理委托，负责其他方面的工作或专项任务； 根据统一安排，代表国务院进行外事活动。秘书长在总理 领导下，负责处理国务院的日常工作，副秘书长协助秘书 长工作。5.
