Reasonablyshorteningthenegativelistforforeigninvestmentaccess.Themanagementsystemforpreestablishmentnationaltreatmentplusanegativelistforforeigninvestmentwillbeimproved,allrestrictionsonforeign扎实推进高水平对外开放更大力度吸引和利用外资行动方案外商投资是参与中国式现代化建设、推动中国经济与世界经济共同繁荣发展的重要力量。扎实推进高水平对外开放、更大力度吸引和利用外资，必须坚持以习近平新时代中国特色社会主义思想为指导，完整、准确、全面贯彻新发展理念，更好统筹国内国际两个大局，营造市场化、法治化、国际化一流营商环境，充分发挥我国超大规模市场优势，巩固外资在华发展信心，提升贸易投资合作质量和水平。为贯彻落实党中央、国务院决策部署，现制定如下行动方案。一、扩大市场准入，提高外商投资自由化水平（一）合理缩减外商投资准入负面清单。健全外商投资准入前国民待遇加负面清单管理制度，全面取消制造业领域外资准入限制措施，持续推进电信、医疗等领域扩大开放。investmentinthemanufacturingindustrywillberemovedcomprehensively,andopening-upofthetelecommunications,medicalcareandotherfieldswillbecontinuouslypromoted.（二）开展放宽科技创新领域外商投资准入试点。允许北京、上海、广东等自由贸易试验区选择若干符合条 件的外商投资企业在基因诊断与治疗技术开发和应用等领 域进行扩大开放试点。支持信息服务（限于应用商店）等 领域开放举措在自由贸易试验区更好落地见效。2. Implementingthepilotprogramofrelaxingaccessforforeigninvestmentinthescientificandtechnologicalinnovationfield.Beijing,Shanghai,Guangdongandotherpilotfreetradezonesareallowedtoselectanumberofqualifiedforeign-fundedenterprisestoexpandthepilotprogramofopening-upinthefieldsofgeneticdiagnosisanddevelopmentandapplicationoftreatmenttechnologies.Moreeffectiveimplementationoftheopening-upmeasuresintheinformationservices(limitedtoAppstores)andotherfieldsinpilotfreetradezoneswillbesupported.（）扩大银行保险领域外资金融机构准入。在保 障安全、高效和稳定的前提下，支持符合条件的外资机构 依法开展银行卡清算业务。深化商业养老保险、健康保险 等行业开放，支持符合条件的境外专业保险机构在境内投 资设立或参股保险机构。（四）拓展外资金融机构参与国内债券市场业务范 围。优化外资金融机构参与境内资本市场有关程序，进一 步便利外资金融机构参与中国债券市场。支持符合条件的 外资金融机构按规定参与境内债券承销。研究稳妥推动更 多符合条件的外资银行参与国债期货交易试点。3. Expandingaccessofforeign-fundedfinancialinstitutionstothebankingandinsurancefield.Underthepremiseofensuringsecurity,efficiencyandstability,qualifiedforeign-fundedinstitutionswillbesupportedincarryingoutbankcardclearingbusinessinaccordancewiththelaw.Opening-upofcommercialpensioninsurance,healthinsuranceandotherindustrieswillbedeepened,andqualifiedoverseasprofessionalinsuranceinstitutionswillbesupportedinformingorholdingnon-controllingsharesofinsuranceinstitutions.4. Expanding(hebusinessscopeofforeign-fundedfinancialinstitutionstoparticipateinthedomesticbondmarket.Therelevantproceduresforforeign-fundedfinancialinstitutionstoparticipateinthedomesticcapitalmarketwillbeoptimizedtofurtherfacilitatetheirparticipationinChina'sbondmarket.Qualifiedforeign-fundedfinancialinstitutionswillbesupportedinparticipatingindomesticbondunderwritinginaccordancewiththeprovisions.Studywillbeconductedonthepilotprogramtosteadilyurgemorequalifiedforeignbankstoparticipateintradingoftreasurybondfutures.（五）深入实施合格境外有限合伙人境内投资试点。扩大合格境外有限合伙人试点范围，规范合格境外有 限合伙人管理企业及基金在注册资本、股东等方面的要 求，拓宽基金可以投资的范
