GuidingthoughtUndertheguidanceoftheXiJinpingThoughtonSocialismwithChineseCharacteristicsinaNewEra,thespiritofthe2OthCPCNationalCongressshallbecomprehensivelyimplemented,onthebasisofthenewdevelopmentstage,thenewdevelopmentconceptsshallbeimplementedcompletely,accuratelyandcomprehensively,theconstructionofanewdevelopmentpatternshallbeaccelerated,thepeople-orienteddevelopmentphilosophyshallbeinsistedon,anoverallnationalsecurityconceptshallbefirmlyestablished,thedevelopmentofthediseasecontrolcauseshallbeplannedasawhole,thediseasecontrolsystemshallbesystematicallyreshaped,andthediseasecontrolcapabilitiesshallbecomprehensivelyimproved,tomoreeffectivelymaximizetheimportantroleofthediseasecontrolcauseintheoverallstrategyofthestate.2. Developmentgoals.By2030,themulti-departmental,cross-regionalandmilitary-civilianjointpreventionandcontrolmechanismswillbeimproved,adiseasecontrolsystemwithdiseasecontrolinstitutionsandvariousspecializeddiseasepreventionandcontrolinstitutionsasthebackbone,medicalinstitutionsasthesupport,andcommunity-levelmedicalandhealthinstitutionsasthebottom,featuringmilitaryandcivilianintegration,integrationofpreventionandtreatment,andwhole-societycooperationshallbeestablished,acentralized,unifiedandefficientinfectiousdiseasemonitoring,earlywarningandemergencycommandsystemshallbeimproved,一、总体要求（一）指导思想。以习近平新时代中国特色社会主义思想为指导，全面贯彻党的二十大精神，立足新发展阶段，完整、准确、全面贯彻新发展理念，加快构建新发展格局，坚持以人民为中心的发展思想，牢固树立总体国家安全观，整体谋划疾控事业发展、系统重塑疾控体系、全面提升疾控能力，更好发挥疾控事业在国家整体战略中的重要作用。（二）发展目标。到2030年，完善多部门、跨地区、军地联防联控机制，建成以疾控机构和各类专科疾病防治机构为骨干、医疗机构为依托、基层医疗卫生机构为网底，军民融合、防治结合、全社会协同的疾控体系，健全集中统一高效的传染病疫情监测预警和应急指挥体系，形成体制健全、机制顺畅、权责清晰、功能完善、运行高效、协同联动、保障有力的工作局面。andaworkingsystemfeaturingsoundsystem,smoothmechanism,clearpowersandresponsibilities,perfectfunctions,efficientoperation,collaborativeinteraction,andstrongguaranteeshallbeformed.11.Systematicallyreshapingthediseasecontrolsystem3. Strengtheningthecorefunctionsofdiseasecontrolinstitutions.TheChineseCenterforDiseaseControlandPreventionshallbeimproved,andthefunctionsindiseasepreventionandcontrol,healthemergencyresponse,scientificresearch,educationandtraining,andcooperationinglobalpublichealthshallbemainlystrengthened.Theprovincialcentersfordiseasecontrolandpreventionshallbeoptimized,andthefunctionsinprovincialinfectiousdiseaseoutbreakandpublichealthemergencyresponse,laboratorytesting,researchonappliedtechnology,overallmanagementofpublichealthinformation,analysisonandutilizationofbigdata,andforeigncooperationandexchangesshallbemainlystrengthened.Thediseasecontrolandpreventioncentersofborderprovincesshallstrengthencooperationinthepreventionandcontrolofcross-borderinfectiousdiseases.Thereorganizationofmunicipalandcounty-levelcentersfordiseasecontrolandpreventionshallbeeffectivelyconducted,integrationwithhealthsupervisioninstitutionsatthesamelevelshallbepromotedinasteadyandorderlymanner,epidemicpreventionandcontrolandhealthadministrativelawenforcementfunctionsshallbestrengthened,toensurefull-coverageandcomprehensivediseasecontrolandhealthsupervisionwork.Thefunctionsettingofdiseasecontrolandpreventioninstitutionsshallbeoptimizedandimproved,andthepublic二、系统重塑疾控体系（三）强化疾控机构核心职能。做强中国疾控中心，重点强化疾病预防控制、卫生应急、科学研究、教育培训、全球公共卫生合作等职能。做优省级疾控中心，重点强化省域传染病疫情和突发公共卫生事件应急处置.、实验室检验检测、应用性技术研究、公共卫生信息统筹管理和大数据分析利用、对外合作交流等职能。边境省份疾控中心强化跨境传染病防控合作。做好市、县级疾控中心重新组建工作，稳妥有序推进与同级卫生监督机构整合，强化疫情防控和卫生健康行政执法职能，确保疾控和卫生监督工作全覆盖、无死角。优化完善疾控机构职能设置，规范面向社会提供的公共卫生技术服务。中国疾控中心和省级疾控中心加挂预防医学科学院牌子，强化科研支撑和技术保障能力。推动国家、区域和省域公共卫生中心建设，发挥辐射支援与示范带动作用。healthtechnicalservicesprov
