Generalrequirements-总体要求maximized.UndertheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,thespiritofthe20thNationalCongressoftheCommunistPartyofChinashallbefullyimplemented.Undertheunderlyingprincipleofpursuingprogresswhileensuringstability,thenewdevelopmentphilosophyshallbefullyandaccuratelyappliedonallfronts.Anewdevelopmentdynamicshallbefosteredatafasterpace,withafocusonpromotinghigh-qualitydevelopment.TheParty'soverallleadershipshallbeupheldandstrengthened,thebasicsocialisteconomicsystemshallbeupheldandimproved,andthedirectionofsocialistmarketeconomicreformsshallbeadheredto.Thestate-ownedassetssupervisionandadministrationsystemshallbefurtherimprovedinaccordancewiththerequirementsfordeepeningthereformofthebudgetmanagementsystemandimprovingthestate-ownedassetssupervisionandadministrationsystembasedoncapitalmanagement.Thescopeofimplementationshallbeexpanded,functionsandrolesshallbestrengthened,revenueandexpendituremanagementshallbeenhanced,fundefficiencyshallbeincreased,stale-ownedcapitalandenterprisesshallbesupportedinbecomingstronger,better,andbigger.Thecorecompetitivenessofenterprisesshallbeimproved,acloserconnectionbetweenstate-ownedcapitaloperatingbudgetsandstate-ownedassetsreportsshallbeestablished,andtheimportantroleinregulatingmacroeconomicoperationsandthelayoutandstructureofthestate-ownedeconomyshallbe以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的二十大精神，坚持稳中求进工作总基调，完整、准确、全面贯彻新发展理念，加快构建新发展格局，着力推动高质量发展，坚持和加强党的全面领导，坚持和完善社会主义基本经济制度，坚持社会主义市场经济改革方向，按照深化预算管理制度改革以及健全管资本为主的国有资产监管体制的要求，进一步完善国有资本经营预算制度，扩大实施范围，强化功能作用，健全收支管理，提升资金效能，支持国有资本和国有企业做强做优做大，提升企业核心竞争力，建立更加紧密的国有资本经营预算与国有资产报告衔接关系，切实发挥对宏观经济运行、国有经济布局结构的重要调控作用。AdheringtoPartyleadership:TheParty'soverallleadershipshallbeupheldandstrengthenedintheentireprocessandallaspectsofmanagingstate-ownedcapitaloperatingbudgets.ThedecisionsandarrangementsoftheCPCCentralCommitteeshallberesolutelyimplemented,enhancingthestate-ownedcapitaloperatingbudget'sabilitytoguaranteetheimplementationofmajorpoliciesofthePartyandthecountry.Promotingcomprehensivecoverage:Thescopeofimplementationofstate-ownedcapitaloperatingbudgetsshallbeexpandedinanorderlymannertograduallyincludeal!state-ownedenterprises.TheBudgetLawanditsImplementingRegulation,theCompanyLaw,theLawontheState-OwnedAssetsofEnterprises,andotherlawsandregulationsshallbestrictlyimplemented,ensuringthecollectionofstate-ownedcapitalgainsinaccordancewithlawsandregulations.一Supportingenterprisedevelopment:Capitalinjectionsthatsupportthehigh-qualitydevelopmentofstate-ownedenterprisesshallbeenhanced,andthesolutionofinstitutionalproblemsintheirdevelopmentshallbepromoted,soastobetterusethestate-ownedeconomyasstrategicsupport.一ReOeclingthesharingbyallpeople:Theguaranteeandimprovementofpeople'slivelihoodduringdevelopmentshallbeadheredto,andstate-ownedcapitaloperatingbudgetsshallbemainlyusedtopromotethehigh-qualitydevelopmentofstate-ownedenterprisesandconsolidatethematerialfoundationforcommonprosperity.Consideringenterprisedevelopmentandgaindistribution,theproportionofstate-坚持党的领导。将坚持和加强党的全面领导贯穿国有资本经营预算管理的全过程和各方面。坚决落实党中央决策部署，强化国有资本经营预算对落实党和国家重大政策的保障能力。一推动全面覆盖。有序扩大国有资本经营预算实施范围，逐步实现国有企业应纳尽纳。严格落实预算法及其实施条例、公司法、企业国有资产法等法律法规规定，依法依规收取国有资本收益。支持企业发展。强化支持国有企业高质量发展的资本金注入，推动解决国有企业发展中的体制机制性问题，促进更好发挥国有经济战略支撑作用。体现全民共享。坚持在发展中保障和改善民生，国有资本经营预算主要用于促进国有企业高质量发展，夯实共同富裕的物质基础。兼顾企业发展和收益分配，分类分档确定国有资本收益上交比例，按规定安排部分资金调入一般公共预算，统筹用于保障和改善民生。ownedcapitalgainsturnedovershallbedeterminedbyclassificationandtiering,andarrangementsshallbemadeina
