At present, the economy is facing some prominent conflicts and problems. Market participants, especially micro, small and medium-sized enterprises and individual industrial and commercial households, still face many difficulties in production and operation. Comprehensivelyimplementingmanagementofnegativelistformarketaccess.Themanagementofnegativelistformarketaccessandthedynamicadjustmentmechanismshallbeimproved,noeffortshallbesparedtoimprovethecorrespondingapprovalandsupervisionmechanisms,andonlinehandlingofallitemsinthelistshallbepromoted.Thescopeofmarketaccessefficiencyassessmentshallbesteadilyexpanded.BeforetheendofOctober2022,allregionsanddepartmentsshalldoawaywiththeexplicitandimplicitbarriersimposingmarketaccessrestrictions,andestablishalong-terminvestigationmechanism.Thepre-establishmentnationaltreatmentplusnegativelistmanagementsystemforforeigninvestmentshallbeimplementedinanin-depthmanner,andtheintroductionofanationalversionofnegativelistforcross-bordertradeinsendeesshallbepromoted.(TheNationalDevelopmentandReformCommissionandtheMinistryofCommerceshalltaketheleadinthisrespect,andtherelevantministriesandcommissionsundertheStateCouncilandallregionsshallberesponsibleinthisrespectaccordingtotheirrespectivefunctions)2. Makingjointeffortstooptimizetheindustrialproductmanagementsystem.Themanagementofadministrativelicensingandcompulsorycertificationinvolvedintheproduction,circulation,use,etc.ofindustrialproductsshallberegulated.Industrialproductfamilymanagementshallbepromoted,andunnecessaryadministrativelicenses,inspections,testing,andcertificationsshallbecanceledoroptimizedinconsiderationofthespecificcircumstancesofdevelopmentanddesignofnewproducts.BeforetheendofOctober2022,somefieldsshallbeselectedtoexploretheimplementationofthepilotprogramofself-inspectionandself-certificationofenterprises.Allregionsshallbeurgedtoimprovetheapprovalmanagementsystemforindustrialproductionlicenses,buildabatchofone-stopserviceplatformsforqualityinfrastructuresuchasstandards,measurement,inspectionandtesting,certification,andproductidentification,realizeinterconnectionbetweenrelevantapprovalsystemsandqualitysupen,isionandadministrationplatformsandmutualrecognitionofresultsofrelevanttechnicalservices,andpromotetherapidproductionandlaunchofindustrialproducts.Classifiedsupervisionandadministrationofqualityandsafetycreditofindustrialproductsshallbecarriedout.Beforetheendof2022,specificationsforqualitycreditevaluationofmanufacturersshallbestudiedanddeveloped.(TheStateAdministrationforMarketRegulationshalltaketheleadinthisrespect,andtheMinistrj,ofI
