Preparingthelistsofadministrativelicensingitemsinaccordancewiththelaw(3) Theresponsibilitiesforthepreparationoflistsshallbespecified.TheLeadingGroupOfficeoftheStateCouncilforAdministrativeApprovalSystemReformshallberesponsibleforarrangingforrelevantdepartmentsoftheStateCounciltopreparetheListofAdministrativeLicensingItemsDeterminedbyLaws,AdministrativeRegulations,andDecisionsoftheStateCounciLwhichshallbeissuedtothepublicafterbeing（二）工作目标。2022年底前，构建形成全国统筹、分级负责、事项统一、权责清晰的行政许可事项清单体系，编制并公布国家、省、市、县四级行政许可事项清单，将依法设定的行政许可事项全部纳入清单管理，清单之外一律不得违法实施行政许可。对清单内事项逐项编制完成行政许可实施规范，大幅提升行政许可标准化水平，“十四五”时期基本实现同一事项在不同地区和层级同要素管理、同标准办理。二、依法编制行政许可事项清单（三）明确清单编制责任。国务院审改办负责组织国务院有关部门编制法律、行政法规、国务院决定设定的行政许可事项清单，报国务院审定后向社会公布。县级以上地方人民政府牵头推进行政审批制度改革工作的机构（以下称审改牵头机构）负责组织梳理上级设定、本地区实施的行政许可事项和本地区地方性法规、省级政府规
