NoticebytheGeneralOfficeoftheStateCouncilofFurtherStrengtheningSupervisoryInspection-BasedIncentivesunderNewCircumstancesDocumentNumber：No.492021of(heGeneralOfficeoftheStateCouncilAreaofLaw:OptimizationofDoingBusinessGeneralProvisionsonGovernmentAffairsLevelofAuthority：RegulatoryDocumentsoftheStateCouncilIssuingAuthority：GeneralOfficeoftheStateCouncilDateIssued：12-13-2021EffectiveDate12-13-2021Status：EffectiveNoticebytheGenera!OfficeoftheStateCouncilofFurtherStrengtheningSupen,isoryInspection-BasedIncentivesunderNewCircumstances(No.492021oftheGeneralOfficeoftheStateCouncil)Thepeople'sgovernmentsofallprovinces,autonomousregions,andmunicipalitiesdirectlyundertheCentralGovernment;andallministriesandcommissionsoftheStaleCouncilandallinstitutionsdirectlyundertheStateCouncil:AccordingtothearrangementsmadebytheStateCouncil,theGeneralOfficeoftheStateCouncilhasexploredfororganizingandconductingthesupervisoryinspection-basedincentiveworksince2016,andhaskeptcommendingandstimulatingthelocalitieswhichhavemadesolidandtangibleeffortsandachievednotableresults,fullymobilizingandstimulatingtheenthusiasm,initiativeandcreativityofalllocalitiesinmakingboldexplorationsandconductingreformandinnovationandeffectivelypromotingtheimplementation国务院办公厅关于新形势下进一步加强督查激励的通知(国办发(2021)49号)各省、自治区、直辖市人民政府，国务院各部委、各直属机构：按照国务院部署，国务院办公厅自2016年起探索组织开展督查激励工作，持续对真抓实干、成效明显的地方予以表扬激励，充分调动和激发了各地大胆探索、改革创新的积极性、主动性和创造性，有力推动了党中央、国务院重大决策部署贯彻落实。为适应“十四五”时期的新形势新任务新要求，以更大力度激励地方立足新发展阶段、贯彻新发展理念、构建新发展格局、推动高质量发展，经国务院同意，进一步调整完善督杳激励措施，对落实有关重大政策措施真抓实干、取得明显成效的地方加强激励支持。现将调整后的督查激励措施及组织实施等事项通知如下：ofmajordecisionsandarrangementsmadebytheCPCCentralCommitteeandtheStateCouncil.Forthepurposesofadaptingtothenewsituation,newtasksandnewrequirementsduringthe"14thFive-YearPlanwperiodandstimulatinglocalitiestoenteranewdevelopmentstage,followanewdevelopmentphilosophy,fosteranewdevelopmentparadigmanddrivehigh-qualitydevelopmentwithgreaterforce,withtheapprovaloftheStateCouncil,supervisor);inspection-basedincentivemeasuresshallbefurtheradjustedandimproved,andmoreincentivesupportshallbegiventothelocalitieswhichhavemadesolidandtangibleeffortsandachievednotableresultsintheimplementationofrelevantmajorpoliciesandmeasures.Youareherebynotifiedoftheadjustedsupervisoryinspectionbasedincentivemeasuresandtheorganizationoftheimplementationthereofandothermattersasfollows:一、对实施创新驱动发展战略、营造良好创新生态、 提升自主创新能力、强化企业创新主体地位、加速推进科 技成果转化应用等方面成效明显的省（自治区、直辖 市），在分配中央引导地方科技发展资金时给予一定奖 励，优先支持其行政区域内1家符合条件且发展基础较好 的省级高新技术产业开发区升级为国家高新技术产业开发 区。（科技部、财政部负责）I. Theprovinces(autonomousregionsandmunicipalitiesdirectlyundertheCentralGovernment)whichhavemadenotableachievementsinimplementingthestrategyofdevelopmentdrivenbyinnovation,creatingagoodinnovationecosystem,enhancingindependentinnovationcapabilities,strengtheningtheleadingroleofenterprisesinmakinginnovations,acceleratingtheadvancementofthetransformationandapplicationofscientificandtechnologicalachievementsandotheraspectsshallberewardedaccordinglyduringtheallocationofcentralfundsguidinglocalscienceandtechnologydevelopment,andbegivenprioritysupportinhavingoneprovincialhigh-techindustrialdevelopmentzonethatmeetstheconditionsandhasagooddevelopmentfoundationwithintheiradministrativeregionsupgradedtothenationalhigh-techindustrialdevelopmentzone.(TheMinistryofScienceandTechnologyandtheMinistryofFinanceshallberesponsible.)二、对推动“双创”政策落地、促进创业带动就业、 加强融通创新、扶持“双创”支撑平台、构建“双创”发 展生态、打造“双创”升级版等方面成效明显的区域“双 创”示范基地，优先支持创新创业支撑平台建设，在中央 预算内投资安排等方面予以重点倾斜；对区域内符合条件 的创新创业项目，优先推介与国家新兴产业创业投资引导 基金、国家级战略性新兴产业发展基金、国家中小企业发 展基金等对接。（国家发展改革委负责）三、对知识产权创造、运用、保护、管理和服务工作 成效突出的省（自治区、直辖市），优先支持开展地理标 志专用标志使用核准改革试点，优先支持建设知识产权保 护中心、知识产权快速维权中心、知识产权专题数据库， 在专利转化专项计划实施中予以倾斜支持。（国家知识产 权局负责）II. Theregionalt4innovationandentrepreneurship”demonstrationbaseswhichhavemaderemarkableachievementsinboostingtheimplementationofinnovationandentrepreneurship“policy,promotingthecreationofmorejobsbyencouragingbusinessstartups,strengtheningintegratedinnovation,supportingthe''innovationandentrepreneurship''supportplatform,buildingthedevelopmentecologyofinnovationandentrepreneurship,creatingtheupgradededitionofinnovationandentrepreneurship/'andotheraspectsshallbegivenprioritysupportinthebuildingofinnovationandentrepreneurshipsupportplatforms,andbegivenpreferencesininvestmentarrangementsinthecentralbudget,amongothers;andeligibleinnovationandentrepreneurshipprojectsintheregionsshallbegivenpriorityinbeingrecommendedtobeconnectedwiththeNationalVentureCapitalGuideFundforEmergingIndustries,theNationalStrategicEmergingIndustryDevelopmentFund,andtheNationalSmallandMedium-SizedEnterpriseDevelopmentFund,amongothers.(TheNationalDevelopmentandReformCommissionshallberesponsible.)III.
