Generalrequirements以习近平新时代中国特色社会主义思想为指导，深入贯彻 落实党的十九大和十九届二中、三中、四中、五中全会精 神，全面贯彻党的教育方针，落实立德树人根本任务，立 足新发展阶段、贯彻新发展理念、构建新发展格局，坚持 创新引领创业、创业带动就业，支持在校大学生提升创新 创业能力，支持高校毕业生创业就业，提升人力资源素 质，促进大学生全面发展，实现大学生更加充分更高质量 就业。UndertheguidanceoftheXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,thespiritofthe19thCPCNationalCongressandthesecond,third,fourthandfifthplenarysessionsofthe19thCPCCentralCommitteeshallbethoroughlyimplemented,theParty'seducationalpolicyshallbecomprehensivelyimplemented,thefundamentaltaskofstrengtheningmoraleducationandcultivatingpeopleshallbeimplemented,onthebasisofthenewdevelopmentstage,thenewdevelopmentphilosophyshallbeimplementedandanewdevelopmentpatternshallbefostered,theprinciplethatinnovationleadsbusinessstartupandbusinessstartuppromotesemploymentshallbeadheredto,collegestudentsshallbesupportedinenhancingtheircapabilityofinnovationandbusinessstartup,collegegraduatesshallbesupportedinstartingupbusinessandfindingjobs,thequalityofhumanresourcesshallbeimproved,andtheall-rounddevelopmentofcollegestudentsshallbepromoted,torealizemoreadequateandhigher-qualityemploymentofcollegestudents.二、提升大学生创新创业能力II. Improvingcollegestudents'capabilityofinnovationandbusinessstartup1. Implementinginnovationandbusinessstartupeducationthroughoutthewholeprocessoftalenttraining.Thereformofinnovationandbusinessstartupeducationincollegesanduniversitiesshallbedeepened,theinnovationandbusinessstartupeducationsystemincollegesanduniversitiesthatintegratesclassroomteaching,independentlearning,combinationofpractice,guidanceandassistance,andculturalguidanceshallbeimproved,andcollegestudents'innovativespirit,awarenessofbusinessstartup,andcapabilityofinnovationandbusinessstartupshallbeimproved.Anewtalenttrainingmodelorientedbyinnovationandbusinessstartupshallbeestablished,themechanismoftalenttrainingforinnovationandbusinessstartupcoordinatedbyuniversities,universitiesandenterprises,universitiesandlocalities,anduniversitiesandresearchinstitutesshallbeimproved,andanumberofexemplarycoursesfeaturinginnovationandbusinessstartupeducationshallbecreated.(TheMinistryofEducationshalllakethelead,andtheMinistryofHumanResourcesandSocialSecurityshallberesponsibleaccordingtothedivisionoftheirresponsibilities)2. Improvingteachers*teachingabilityininnovationandbusinessstartupeducation.Theteachingabilityandqualitytrainingofcollegeteachersininnovationandbusinessstartupeducationshallbestrengthened,teachingmethodsandassessmentmethodsshallbereformed,andteachersshallbeencouragedtointegratecutting-edgeinternationalacademicdevelopments,thelatestresearchresultsandpracticalexperienceintoclassroomteaching.Thepolicyforensuringandencouragingteachersofinnovationandbusinessstartupinuniversitiestotaketemporaryjobsinenterprisesshallbe（一）将创新创业教育贯穿人才培养全过程。深化高校创新创业教育改革，健全课堂教学、自主学习、结合实践、指导帮扶、文化引领融为一体的高校创新创业教育体系，增强大学生的创新精神、创业意识和创新创业能力。建立以创新创业为导向的新型人才培养模式，健全校校、校企、校地、校所协同的创新创业人才培养机制，打造一批创新创业教育特色示范课程。（教育部牵头，人力资源社会保障部等按职责分工负责）（二）提升教师创新创业教育教学能力。强化高校教师创新创业教育教学能力和素养培训，改革教学方法和考核方式，推动教师把国际前沿学术发展、最新研究成果和实践经验融入课堂教学。完善高校双创指导教师到行业企业挂职锻炼的保障激励政策。实施高校双创校外导师专项人才计划，探索实施驻校企业家制度，吸引更多各行各业优秀人才担任双创导师。支持建设一批双创导师培训基地，定期开展培训。（教育部牵头，人力资源社会保障部等按职责分工负责）improved.Aspecialtalentplanforoff-campusmentorsofinnovationandbusinessstartupi
