Guidingthought.以习近平新时代中国特色社会主义思想为指导,全面贯彻 党的十九大和十九届二中、三中、四中、五中全会精神, 立足新发展阶段、贯彻新发展理念、构建新发展格局,坚 持以人民为中心,坚持房子是用来住的、不是用来炒的定 位,突出住房的民生属性,扩大保障性租赁住房供给,缓 解住房租赁市场结构性供给不足,推动建立多主体供给、 多渠道保障、租购并举的住房制度,推进以人为核心的新 型城镇化,促进实现全体人民住有所居。二、基础制度UndertheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,thespiritofthe19thCPCNationalCongressandthesecond,third,fourthandfifthplenarySeSS沁nsofthe19thCPCCentralCommitteeshallbethoroughlyimplemented,basedonthenewstageofdevelopment,thenewdevelopmentconceptandanewdevelopmentpatternshallbeimplemented,thepeople-centeredprincipleshallbeadherredto,theprinciplethathousingisforlivingin,notforspeculationshallbeupheld,theattributeofhousinginthepeople'slivelihoodshallbehighlighted,thesupplyofgovernment-subsidizedrentalhousingshallbeincreased,thestructuralshortageofsupplyintherentalhousingmarketshallbeeased,theestablishmentofahousingsystemfeaturingmulti-entitysupply,multi-channelsupport,andbothrentalandpurchaseshallbepromoted,new-typepeople-centeredurbanizationshallbeadvanced,andrealizationthatallpeoplehaveplacestoliveshallbepromoted.II. Basicsystem(一)明确对象标准。保障性租赁住房主要解决符合条件 的新市民、青年人等群体的住房困难问题,以建筑面积不 超过70平方米的小户型为主,租金低于同地段同品质市场 租赁住房租金,准入和退出的具体条件、小户型的具体面 积由城市人民政府按照保基本的原则合理确定。1. Specifyingtheobjectsandstandards.Government-subsidizedrentalhousingmainlysolvesthehousingdifficultiesofqualifiednewcitizens,youngpeopleandothergroupsofpeople.Theyaremainlysmallapartmentswithabuildingareaofnotmorethan70squaremeters,andtherentislowerthanthatofrentalhousinginthemarketofthesamelocationandquality.Thespecificconditionsforentryandexitandthespecificareaofsmallapartmentsshallbereasonablydeterminedbythemunicipalpeople'sgovernmentunderthebasicprincipleofguaranteeingthebasicneeds.(二)引导多方参与。保障性租赁住房由政府给予土地、 财税、金融等政策支持,充分发挥市场机制作用,引导多 主体投资、多渠道供给,坚持“谁投资、谁所有”,主要 利用集体经营性建设用地、企事业单位自有闲置土地、产 业园区配套用地和存量闲置房屋建设,适当利用新供应国 有建设用地建设,并合理配套商业服务设施。支持专业化 规模化住房租赁企业建设和运营管理保障性租赁住房。(三)坚持供需匹配。城市人民政府要摸清保障性租赁住 房需求和存量土地、房屋资源情况,结合现有租赁住房供 求和品质状况,从实际出发,因城施策,采取新建、改 建、改造、租赁补贴和将政府的闲置住房用作保障性租赁2. Guidingtheparticipationbyvariousparties.Thegovernmentshallprovideland,fiscal,tax,andfinancialpolicysupportforgovernment-subsidizedrentalhousing,fullymaximizetheroleofthemarketmechanism,guidemulti-partyinvestmentandmulti-channelsupply,adheretotheprincipleof“whoeverinvestshastheownership/'mainlyutilizecollectiveconstructionlandforbusinesspurposes,idlelandownedbyenterprisesandpublicinstitutions,supportinglandforindustrialparks,andidlestockhousing,appropriatelyutilizenewlysuppliedstate-ownedconstructionland,andreasonablyprovidesupportingcommercialservicefacilities.Theconstructionofspecializedlarge-scalehousingrentalenterprisesandtheoperationandmanagementofgovernment-subsidizedrentalhousingshallbesupported.3. Insistingonmatchingofsupplyanddemand.Thepeople'sgovernmentsofcitiesshallgetaclearpictureofthedemandforgovement-subsidizedrentalhousing,thestocklandandhousingresources,takeintoaccountthesupply,demandandqualityofexistingrentalhousing,proceedfromtheactual住房等多种方式,切实增加供给,科学确定“十四五”保障性租赁住房建设目标和政策措施,制定年度建设计划,并向社会公布。(四)严格监督管理。城市人民政府要建立健全住房租赁 管理服务平台,加强对保障性租赁住房建设、出租和运营 管理的全过程监督,强化工程质量安全监管。保障性租赁 住房不得上市销售或变相销售,严禁以保障性租赁住房为 名违规经营或骗取优惠政策。(五)落实地方责任。城市人民政府对本地区发展保障性 租赁住房,促进解决新市民、青年人等群体住房困难问题 负主体责任。省级人民政府对本地区发展保障性租赁住房 工作负总责
