Guidingthought.Itincludesthefollowing:followtheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsinaNewEra;implementtheguidingprinciplesoftheParty's19thNationalCongress,andthesecond,third,fourthandfifthplenarysessionsofthe19thPartyCentralCommitteeinfull;actonthegeneralprincipleofpursuingprogresswhileensuringstability;groundeffortsinthenewdevelopmentstage;applythenewdevelopmentphilosophy;andcreateanewpatternofdevelopment,withthesupply-sidestructuralrefbnasthemaintask;deepenurefbstostreamlineadministrationanddelegatepower,improveregulation,andupgradeservicesinrespectofforeigntrade;promoteinnovationintermsofsystems,management,service,formsofbusiness,andmodelsinrespectofforeigntrade;expandroomforthedevelopmentofforeigntrade;improvetheoperatingefficiencyofforeigntrade;makeindustrialchainsandthesupplychainsunimpeded;andpromotethehigh-qualitydevelopment.2. Basicprinciples.Slayingcommittedtoencouraginginnovation.Effortsshallbe坚持鼓励创新。充分发挥市场在资源配置中的决定性作madetofullyleveragethedecisiveroleofthemarketinallocatingresources,givebetterplaytotheroleofthegovernment,andfurtherunleashthevitalityofmarketentities.Pilotprogramsshallbeimplementedsoastoencouragetheextensiveutilizationofnewtechnologiesandnewtoolsinrespectofforeigntradetopromotethetransformationandupgradingoftraditionalformsofbusiness;refinethedivisionoflaborfortradetoimprovetheprofessionalcompetence;promotetheintegrationofandinnovationuponformsofbusiness;andkeepexploringnewformsofbusinessandnewmodelsofforeigntrade.Continuingtolerantandprudentialregulation.Bettercoordinationshallbeensuredinpursuingdevelopmentandupholdingsecurity,andtheapproachoftheregulationintheprocessofdevelopmentandthedevelopmentunderregulationshallbeadopted.Apolicysystemthatadaptstothedevelopmentofnewformsofbusinessandnewmodelsofforeigntradeshallbeestablishedandimproved.Moreshallbedonetoimprovethestandardsandsystemsoninformationanddata,creditsystem,protectionofintellectualpropertyrightsandotherrespects.Theresponsibilitiesofplatformsshallbescientificallyandreasonablydefined.Interimandexpostsupervisionshallbestrengthened,thebusinessenvironmentshallbecontinuouslyoptimized,andfaircompetitionshallbepromoted.用，更好发挥政府作用，进一步释放市场主体活力。开展 先行先试，鼓励在外贸领域广泛运用新技术新工具，推动 传统业态转型升级，细化贸易分工，提升专业化水平，促 进业态融合创新，不断探索新的外贸业态和模式。坚持包容审慎。统筹发展和安全，坚持在发展中规范、在 规范中发展。建立健全适应外贸新业态新模式发展的政策 体系。完善信息数据、信用体系、知识产权保护等方面标 准、制度。科学合理界定平台责任。加强事中事后监管， 持续优化营商环境，促进公平竞争。坚持开放合作。统筹国内国际两个市场、两种资源，坚持 互利共赢开放战略，促进贸易和投资自由化便利化。加强 部门、地方、行业、企业间协作联动，提升政府管理和服Continuingtopursuethepolicyofopeningupandcooperation.Bothdomesticandinternationalmarketsandresourcesshallbecoordinated,andawin-winstrategyofopeningupshallbepursued,topromotetheliberalizationandfacilitationoftradeandinvestment.Thecollaborationandinteractionbetweendepartments,localgovernments,industries,andenterprisesshallbestrengthened,toimprovethegovernmentperformanceintermsofmanagementandservice.Endeavorsshallbemadetoestablishtheinternationalrulesthatadapttoandleadthedevelopmentofnewformsofbusinessandnewmodelsofforeigntradesoastopromotehigh-levelopenin
