Reasonablereductionofthenegativelistforforeigninvestmentaccess.Themanagementsystemforpreestablishmentnationaltreatmentwithanegativelistforforeigninvestmentshallbeimproved,allrestrictionsonforeigninvestmentinthemanufacturingindustryshallberemovedcomprehensively,andopening-upofthetelecommunications,medicalcareandotherfieldsshallbecontinuouslypromoted.3. Implementingthepilotprogramofrelaxingaccessforforeigninvestmentinthescientificandtechnologicalinnovationfield.Beijing,Shanghai,Guangdongandotherpilotfreetradezonesareallowedtoselectanumberofqualifiedforeign-fundedenterprisestoexpandthepilotprogramofopening-upinthefieldsofgeneticdiagnosisanddevelopmentandapplicationoftreatmenttechnologies.Moreeffectiveimplementationoftheopening-upmeasuresintheinformationservices(limitedtoAppstores)andotherfieldsinpilotfreetradezonesshallbesupported.4. Expandingaccessforforeign-fundedfinancialinstitutionsinthebankingandinsurancefield.Underthepremiseofensuringsafety,efficiencyandstability,qualifiedforeign-fundedinstitutionsshallbesupportedincarryingoutbankcardclearingbusinessaccordingtothelaw.Opening-upofcommercialpensioninsurance,healthinsuranceandotherindustriesshallbedeepened,andqualifiedoverseasprofessionalinsuranceinstitutionsshallbesupportedininvestinginforformationoforholdingnon-controllingsharesofaninsuranceinstitution.面取消制造业领域外资准 入限制措施，持续推进电 信、医疗等领域扩大开 放。（二）开展放宽科技 创新领域外商投资准入试 点。允许北京、上海、广 东等自由贸易试验区选择 若干符合条件的外商投资 企业在基因诊断与治疗技 术开发和应用等领域进行 扩大开放试点。支持信息 服务（限于应用商店）等 领域开放举措在自由贸易 试验区更好落地见效。（三）扩大银行保险 领域外资金融机构准入。 在保障安全、高效和稳定 的前提下，支持符合条件 的外资机构依法开展银行 卡清算业务Q深化商业养 老保险、健康保险等行业 开放，支持符合条件的境 外专业保险机构在境内投 资设立或参股保险机构。（四）拓展外资金融 机构参与国内债券市场业 务范围。优化外资金融机 构参与境内资本市场有关 程序，进一步便利外资金 融机构参与中国债券市 场。支持符合条件的外资 金融机构按规定参与境内5.
