GeneralProvisions1.1 Purpose1.1目的ThepresentProvisionsontheAdministrationareformulatedforthepurposesofstrengtheningtheadministrationofthecivilunmannedaircrafts(hereinafterreferredtoas4,civilUAVsn)andimplementingreal-nameregistrationoftheownersofcivilUAVs.为加强民用无人驾驶航空器（以下简称民用无人机）的管理，对民用无人机拥有者实施实名制登记，特制定本管理规定。1.2ScopeofApplication1.2 适用范围TheseProvisionsontheAdministrationshallbeapplicabletothecivilUAVswiththemaximumtake-offweightof250gormorewithintheterritoryofthePeople'sRepublicofChina.1.3 RegistrationrequirementsAsofJune1,2017,theownersofthecivilUAVsshallconductreal-nameregistrationasrequiredbytheseProvisionsontheAdministration.Where,afterAugust31,2017,theownerofacivilUAVdoesnotconductreal-nameregistrationorusetheregistrationlabelundertheseProvisions,itshallbedeemed川egalasinviolationofthelawsandregulations,theowner'suseofaUAVshallbeaffected,andthecompetentsupervisiondepartmentshallimposepenaltiesunderrelevantprovisions.1.4 Definitions1.4.1 CivilUAVsAcivilUAVmeansanaircraftthatisnotmanipulatedbyanyairbornepilot,thatisequippedwithaflightcontrolsystem,andthatisusedforflyingmissionsotherthanmilitary,customsandpoliceoperations,excludingaerialmodels,modelairplanes,pilotlessfreeballoonsandtethered本管理规定适用于在中华人民共和国境内最大起飞重量为250克以上（含250克）的民用无人机。1.3登记要求自2017年6月1日起，民用无人机的拥有者必须按照本管理规定的要求进行实名登记。2017年8月31日后，民用无人机拥有者，如果未按照本管理规定实施实名登记和粘贴登记标志的，其行为将被视为违反法规的非法行为，其无人机的使用将受影响，监管主管部门将按照相关规定进行处罚。1.4定义1.4.1民用无人机民用无人机是指没有机载驾驶员操纵、自备飞行控制系统，并从事非军事、警察和海关飞行任务的航空器。不包括航空模型、无人驾驶自由气球和系留气球。balloons.1.4.2 OwnersofcivilUAVsOwnersofcivilUAVsmeanstherightholdersofcivilUAVs,includingindividuals,enterpriselegalpersons/incorporatedpublicinstitutions/stateorganlegalpersonsandotherorganizations.1.4.3 Maximumtake-offweightofacivilUAVThemaximumtake-offweightofacivilUAVmeansthemaximumweightallowedforaUAVtotakeoff,dependingonthedesignoroperationrestrictionofaUAV.1.4.4 EmptyweightofacivilUAVTheemptyweightofacivilUAVmeansthebasicweightofaUAVgivenbytheUAVmanufacturer.Excludingthepayload,thetotalweightofaUAVafteritismanufacturedforflightmissionsincludesthestandardbatteryweightandmaximumfuelweight.2. Responsibilities2.1 DepartmentoftheExaminationandApprovalofAircraftAirworthinessoftheCivilAviationAdministrationofChinaDevelopingthepoliciesforthereal-1.4.2民用无人机拥有者民用无人机拥有者是指民用无人机的所有权人，包括个人、依据中华人民共和国法律设立的企业法人/事业法人/机关法人和其它组织。1.4.3民用无人机最大起飞重量民用无人机最大起飞重量是指根据无人机的设计或运行限制，无人机能够起飞时所容许的最大重量。1.4.4民用无人机空机重量民用无人机空机重量是指无人机制造厂给出的无人机基本重量。除商载外，该无人机做好执行飞行任务的全部重量，包含标配电池重量和最大燃油重量。2.职责2.1中国民用航空局航空器适航审定司(1)制定民用无人机实名登记政策;nameregistrationofcivilUAVs;and(2)管理“中国民用航空局民用无人机 实名登记信息系统”(以下简称无人机 实名登记系统)。(2)ManagingtheucivilUAVsreal-nameregistrationinformationsystemoftheCivilAviationAdministrationofChina(hereinafterreferredtoastheuUAVsreal-nameregistrationsystem).2.2民用无人机制造商2.2 ManufacturerofacivilUAV(1)在“无人机实名登记系统”中填报 其产品的名称、型号、最大起飞重量、 空机重量、产品类型、无人机购买者姓 名和移动电话等信息；(1) Itshallenterthename,model,maximumtake-offweight,emptyweight,producttype,nameoftheUAVpurchaser,mobilephonenumberandotherinformationofitsproductintheUAVsreal-nameregistrationsystem.(2)在产品外包装明显位置和产品说明 书中，提醒拥有者在“无人机实名登记 系统”中进行实名登记，警示不实名登 记擅自飞行的危害；(2) Itshall,attheprominentpositionintheexternalpackingoftheproductandtheproductspecification,remindtheownerofconductingreal-nameregistrationintheuUAVsreal-nameregistrationsystemandwarnhimorheraboutthehazardofflyingwithoutpermissionbeforeconductingreal-nameregistration.(3)随产品提供不干胶打印纸，供拥有 者打印“无人机登记标志”。2.3民用无人机拥有者(3) ItshallprovideadhesivestickerprintingpaperforprintingtheuUAVregistrationlabe,bytheowner.2.3 OwnerofacivilUAV(1)依据本管理规定3.2的要求，在 “无人机实名登记系统”进行实名登记；(1) Itshallconductreal-nameregistrationintheuUAVsreal-nameregistrationsystemnundertherequirementsof3.2oftheseProvisions.(2)依据本管理规定3. 4的要求，在其 拥有无人机上粘贴登记标志；(2) ItshallapplytheregistrationlabelontheUAVownedundertherequirementsof3.4oftheseProvisions.(3)当发生本管理规定3.5所述情况， 在“无人机实名登记系统”上更新无人 机的信息。(3) UnderthecircumstancesasprescribedintheseProvisions,itshallupdatetheinformationontheUAVinthettUAVsreal-nameregistrationsystem/*3.民用无人机实名登记要求3.1实名登记的流程3.
