A1.1.1.oca1.regionsanddepartmentsmay,accordingtothedeve1.opmentprioritiesoftheirrespectiveregionsandfie1.ds,taketheCata1.ogueasabasisforintroducingandimprovingre1.evantpo1.iciesandmeasuressoastoencourageandsupportproduction,distribution,andconsumptionindustries,andcreateafavorab1.eenvironmentforthedeve1.opmentofthere1.evantindustries.II. A1.1.re1.evantdepartmentssha1.1.usetheCata1.ogueasabasisforformu1.atingandrevisingtheirsubstantiatedcata1.ogues,sub-cata1.ogues,orexpandedcata1.oguesinaccordancewiththeiractua1.worksoastoimprovetheoperabi1.ityoftheCata1.ogueandguidea1.1.sectorsofthesocietytobettersupportthedeve1.opmentofthere1.evantindustries.III. A1.1.1.oca1.regionsanddepartmentssha1.1.ensuresmoothtransitionbetweentheCata1.ogueandre1.evantsupportpo1.iciesbasedontheactua1.circumstances.Forprojectstheconstructionofwhichhascommencedbeforetheissuanceandimp1.ementationoftheCata1.ogue,theidentificationoftypesofindustriesmaysti1.1.begovernedbytheGuidingCata1.ogueforGreenIndustries(2019);forprojectsthathavebeenapproved,confirmed,orthathaveundergonerecordationforma1.itiesbuttheconstructionofwhichhasnotcommencedatthetimeoftheissuanceandimp1.ementationoftheCata1.ogue,theidentificationoftypesofindustriesmaybegovernedbyeithertheGuidingCata1.ogueforGreenIndustries(2019)ortheCata1.ogue.IV. A1.1.1.oca1.regionsanddepartmentssha1.1.furtherstrengtheninternationa1.anddomesticexchanges,promotetheexperienceandpracticeofsupportingthedeve1.opmentofre1.evantindustries,promoteinternationa1.cooperationongreenstandards,andgradua1.1.yestab1.ishamutua1.recognitionmechanismbetweentheCata1.ogueandre1.evantinternationa1.greenstandards.二、各有关部门可以目录为基础，根据工作实际制修订细化目录、子目录或拓展目录，提高目录的可操作性，引导社会各界更好支持相关产业发展。三、各地方、各部门要结合实际，做好目录与相关支持政策的衔接。目录印发实施前已开工的项目，产业类别认定仍可按照绿色产业指导目录（2019年版）执行；目录印发实施时已完成审批、核准、备案但未开工的项目，产业类别认定可自行选择按照绿色产业指导目录（2019年版）或目录执行。四、各地方、各部门要进一步加强国际国内交流，推广支持相关产业发展的经验做法，推动绿色标准国际合作，逐步建立目录与相关国际绿色标准之间的互认机制
