Guidingideology.UndertheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,thespiritofthe19thNationalCongressoftheCommunistPartyofChinaandallpreviousplenarysessionsofthe19thCPCCentralCommitteeshallbefullyimplemented.Atthenewdevelopmentstage,thenewdevelopmentphilosophyshallbeappliedinacomplete,accurate,andcomprehensivemanner.Reformshallbestrengthenedtoachieveadevelopmentmodeldrivenbyinnovation,productbenchmarking,channelalignment,entityleadership,digitalempowerment,andserviceoptimization.High-levelcoordinationbetweenlawsandregulations,regulatorysystems,businessqualifications,qualitystandards,inspectionandquarantine,certificationandaccreditationondomesticandforeigntradeshallbepromotedtoreduceenterprises'institutionalcostofmarkettransformation,andtheabilitytomakeoveralluseofthetwomarketsandresourcesshallbeimprovedsoastopromotethecoordinateddevelopmentofdomesticandforeigntradeandofimportandexport,servethebuildingofanewdevelopmentpattern,andachieveahigherlevelofopennessandhigherqualitydevelopment.一、总体要求（一）指导思想。以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届历次全会精神，立足新发展阶段，完整、准确、全面贯彻新发展理念，加强改革创新驱动、产品对标驱动、渠道对接驱动、主体引领驱动、数字赋能驱动、服务优化驱动，促进内外贸法律法规、监管体制、经营资质、质量标准、检验检疫、认证认可等高水平衔接，降低企业市场转换的制度成本，提高统筹利用两个市场、两种资源的能力，促进内贸和外贸、进口和出口协调发展，服务构建新发展格局，实现更高水平开放和更高质量发展。（二）基本原则。2. Basicprinciples.坚持政府引导、市场为主。充分发挥市场在资源配置中的 决定性作用，更好发挥政府政策引导和公共服务作用，充 分调动企业积极性，提升市场主体内外贸一体化经营能 力，激发内生发展动力。Governmentguidanceandmarketoperationshallbeadheredto.Thedecisiveroleofthemarketinresourceallocationshallbemaximized,andtheroleofthegovernmentinpolicyguidanceandpublicservicesshallbebetterleveraged.Theenthusiasmofenterprisesshallbefullyarousedtoenhancetheintegratedmanagementabilityofmarketentitiesindomesticandforeigntrade,therebystimulatingtheinternalmomentumofdevelopment.坚持改革开放、规则衔接。加快制度型开放，推动制度和 模式创新，循序渐进推进体制机制改革，不断破除内外贸 一体化发展面临的制度障碍，促进制度规则衔接，优化内 外贸融合发展环境。Effortsshallbemadetocontinuouslyimplementreformandopening-upandensurethealignmentofrules.Institutionalopeningshallbeacceleratedtopromoteinstitutionalandmodelinnovation.Reformofsystemsandmechanismsshallbeadvancedstepbysteptocontinuouslyremoveinstitutionalobstaclestotheintegrateddevelopmentofdomesticandforeigntrade.Thealignmentofsystemsandrulesshallbepromoledtooptimizethedevelopmentenvironmentfortheintegrationofdomesticandforeigntrade.坚持系统观念、统筹推进。强化对内外贸一体化发展的顶 层设计和统筹谋划，立足当前，着眼长远，突出重点，以 点带面，完善内外贸一体化发展的制度体系、工作体系和 评价体系，全面协调持续推进内外贸体化发展。Thesystemconceptandcoordinateddevelopmentshallbeadheredto.Thetop-leveldesignandoverallplanningfortheintegrateddevelopmentofdomesticandforeigntradeshallbestrengthened,andsuchdesignandplanningshallbesustainable,takeintoaccountlong-termdevelopment,andhighlightthekeypoints.Thesystems,worksystems,andevaluationsystemsfortheintegrateddevelopmentofdomesticandforeigntradeshallbeimprovedtopromotetheintegrateddevelopmentofdomesticandforeigntradeinacomprehensive,coordinated,andsustainedmanner.3.
